Position: Mission Resilience Specialist/Consultant

Education and Experience:

B.S. or B.A. in a related field to the client requirements.

Must have 6 years of overall work experience with relevant experience in emergency management, emergency communications, continuity of operations/government, and/or homeland/national security.  

Position is Onsite/Telework Flexible.

Weekends Required Contingency/Crisis Only.  

Duties and Responsibilities: 

  • Assists in developing programs and implementing creative solutions to customer problems.  
  • Researches and analyzes customer requirements.  
  • Applies expert knowledge to determine the accuracy and reasonableness of assumptions, data, and conclusions.  
  • Documents and summarizes the results and develops and recommends innovative solutions to the customer's problems.  
  • Provides high level administrative support for projects by developing overall program functions and procedures and understanding requirements, providing solutions to customer problems, and documenting results.
  • Works closely with technical staff and project managers on completion of projects by applying expert knowledge to evaluate projects and providing direct supervision to staff. 

Knowledge, Skills, and Other Abilities: 

  • Strong writing, interpersonal, and organizational skills. 
  • Detail oriented. 
  • Strong understanding of Continuity of Operations (COOP), Devolution, and Reconstitution planning and practices. 
  • Understanding of BPAs, BIAs, and Risk Management. 
  • Process oriented. 
  • Ability to problem solve, conflict resolution, sampling/surveying, collections/analysis/interpretation of data. 
  • Proficiently in use of Microsoft Word, PowerPoint, Excel, Visio, MS Teams, and SharePoint.
  • Ability to engage clients and effectively communicate with all levels of government staff including senior leadership.
  • Ability to work independently and in a team environment, as well as across contractor teams. 

Position: Continuity Readiness Cell Analyst

Education and Experience:

B.S. or B.A. in a related field to the client requirements.

Must have 3-5 years of overall work experience. At least one (1) years’ experience in resilience/continuity of operations/government, emergency management, and/or homeland security.

Knowledge and experience with National Continuity Policy, Federal Continuity Directives is preferred.

Position is Onsite in the DC Metro area.

Weekends Required Contingency/Crisis Only.  

Duties and Responsibilities:

  • Works with customers to define scope and objectives and to prescribe methods and approaches. Supports various program teams.
  • Provides Continuity doctrine development support and develops related materials.
  • Meets with government representatives and other relevant partners/stakeholders to discuss requirements, to include known required changes to continuity and TT&E documents and receive and incorporate input.
  • Modifies and maintains operational programs and procedures.
  • Reading through policy and legislation finding requirements/tasking.
  • Reading through intelligence and open-source materials to identify continuity related matters relevant to the customer’s mission and develops reports related to the content.
  • Responsible for familiarity with FCD-1, FCD-2, PPD-40 and other continuity/resilience documents.
  • Create computer, subroutine and procedural forms and documentation.
  • Meet with government representatives and relevant stakeholders to assist in the development of continuity exercise concepts/objectives, and tabletop exercise planning.
  • Prepare draft materials (e.g., read-ahead documents, scenarios, slides) consistent with concept/objectives and parameters.
  • Provides consultation and support to managers and other team members.
  • Supports problem solving, conflict resolution, collection/analysis/interpretation of data, decision support, benchmarking, organization behavior, information management, performance measurement, customer analysis, business process re-engineering.
  • Conduct meeting(s) with stakeholders to review draft materials.
  • Performs other duties as assigned to meet the ongoing needs of the organization.
