Curtis L. Bartell – President & Chief Executive Officer


Curtis L. Bartell is the founder and Chief Executive Officer of Covenant Park Consulting. He is a recognized, national level expert in resilience, risk management, and continuity with 3o years of policy, planning, and program development. Curtis guides Covenant Park towards a common vision of providing our clients with extraordinary service and establishing itself as a globally recognized leader in building resilient missions for governments and organizations.

Curtis draws his professional experience from nearly 20 years of federal civilian experience related to emergency management, continuity, counter terrorism, and risk management at the national level. He also has 10 years of private sector consulting experience. He is highly adept at integrating basic applications of resilience from initial planning up to the highest levels of government and commercial organizations.

Curtis incorporated Covenant Park in the Commonwealth of Virginia in 2010 and has seen the company generate over $20 million in contract value.

Curtis has been on the leading edge of mission assurance, risk, and resilience integration in federal policies and plans and bringing together diverse groups to discuss and share best practices. He has co-chaired several interagency fora related to continuity, represented the United States to international expert groups, and is the current President of the Mid-Atlantic Disaster Recovery Association. He is one of unique group of continuity planners with experience across all three branches of federal government.

Curtis earned a Bachelor’s Degree in Political Science in 1988 from the University of Maryland Baltimore County, An Honors University in Maryland.
