Brian J. Mullery – Senior Vice President & Chief Operating Officer
Brian J. Mullery is Senior Vice President and Chief Operating Officer of Covenant Park Consulting. A results driven and accomplished executive with more than 25 years of experience, he supports all levels of government and the private sector in attaining their resilience goals. He is a skilled leader, practitioner, and innovator in the design, development, implementation, administration, and assessment of emergency management, continuity, public safety, and communications planning, policy, training, and exercise programs. Brian leads the day to day administration of Covenant Park.
Brian has proven accountability for fiscal operations and personnel management through leadership on over 30 government contracts with individual values of up to $17.5 million, while developing and supervising a staff of up to 25 consultants. Brian is a subject matter expert in the principles, methods, laws, regulations and processes of the homeland security, emergency management, and first responder environment.He is an experienced planner, having developed over 250 emergency plans at all levels of government. An expert facilitator, he has conducted more than 150 workshops, exercises, and training sessions. He has significant firsthand experience in response to and recovery from disasters, including six presidential declarations. Brian has led projects related to planning, training and exercises, continuity of operations (COOP)/continuity of government (COG) planning and training, interoperable and emergency communications, grants management, warehouse and logistics operations, public health planning, training and exercises, drinking water system planning and training, and enhanced mitigation and recovery planning.
Brian is a Project Management Professional (PMP) and an Associate Business Continuity Professional (ABCP). He earned a Bachelor's Degree in Political Science / Public Administration from York College of Pennsylvania, pursued graduate coursework in Crisis, Emergency, and Risk Management at George Washington University, and earned a Masters Degree in Public Safety Management from Saint Joseph’s University.
