Brian is an accomplished executive with 28 years of experience supporting all levels of government and the private sector in attaining their resilience goals.
Brian is a skilled leader, practitioner, and innovator in the design, development, implementation, administration, and assessment of emergency management, continuity, public safety, and communications planning, policy, training, and exercise programs. As a member of the leadership team, Brian manages contracts and provides recommended corporate direction of Covenant Park.

Brian is a subject matter expert in the principles, methods, laws, regulations and processes of the homeland security, emergency management, and first responder communities. He is an experienced planner, having developed over 250 emergency plans at all levels of government. An expert facilitator, he has conducted more than 150 workshops, exercises, and training sessions. He has significant firsthand experience in response to and recovery from disasters, including six presidential declarations.

Project Management Professional (PMP)
Brian is a Project Management Professional (PMP) and an Associate Business Continuity Professional (ABCP). He earned a Bachelor’s Degree in Political Science / Public Administration from York College of Pennsylvania, pursued graduate coursework in Crisis, Emergency, and Risk Management at George Washington University, and earned a Master’s Degree in Public Safety Management from Saint Joseph’s University.
